As of ToxiUI patch 6.9.4 this is now in a different location:
/tx settings → Skins → Action Bars → Visibility → Mode
Select Show Always

Action Bars are UI elements that hold abilities, spells, items, and macros for quick access. They are mostly used for keybinds.
